Kentucky State Broadband Office

Kentucky enacted House Bill 320, a broadband funding bill in March 2021. It relies on federal funding from the American Rescue Plan and funnels $250 million to broadband expansion in fiscal year 2021-2022, with no more than $50 million to be awarded before April 1, 2022. 

The law defines broadband as a service that provides internet connectivity with speeds of at least 25/3 Mbps.

It defines underserved areas as those where 25/3 service is not available, and unserved areas as those where 10/1 service is not available. 

State Budget Director John Hicks is helping the Kentucky Infrastructure Authority to develop its last mile broadband expansion plans, according to this local news article. 

The Kentucky Communications Network Authority is building the state's middle mile network and has a troubled history.
